Main Functions
1. Devising strategies and annual,
medium- and long-range plans for Chengdu national economic and social
development, setting targets and working out regulatory policies
to coordinate the development plans of major industries, and determining
an appropriate growth rate.
2. Balancing total social demand and
supply, working out programs and measures for implementation of
"go west" and sustainable development strategy, distributing
major productive forces in Chengdu, rationalizing the municipal
economic structure and coordinating the district and county's economic
development.
3. Putting forward the municipal strategic
targets and important policies for national economic and social
development, predicting and analyzing the municipal economic developing
trend, investigating and studying the important and difficult problems
in the municipal national economic and social development, and making
suggestions to Chengdu municipal government and Chengdu municipal
party committee.
4. Analyzing data from financial and
monetary departments and other information; through coordinating
the municipal government's directly controlled economic measures
such as finance, credit, price and etc. and coordination of regulations
and policies to ensure the implementation of programs and plans.
5. Setting the total size, structure
and fund resources of fixed asset investment, planning distribution
of major development projects, specifying financial construction
funding allocations and guiding the use of policy funding; comprehensively
managing the municipal government's fixed asset investing projects
and guiding non-government fixed asset investment; releasing fixed
asset investment information and monitoring the municipal fixed
asset market.
6. Guiding the media for releasing
tenders announcement; supervising and inspecting the tenders of
the state, provincial and municipal important projects construction.
7. Sending special checking officials
to the government invested important construction projects; working
out and carrying out the policies and measures for important projects
checking.
8. Devising strategies, goals, and
policies for the optimal structures for utilizing foreign capital;
rationally managing foreign debt; putting forward guiding catalogue
for overseas investing industries in the municipal industrial and
commercial realm; inspecting and passing on the important projects
for utilizing overseas capital.
9. Studying, guiding and facilitating
the establishment of the municipal market system, drawing out development
programs and important regulating policies for the municipal commodities
market and the production key element market.
10. Devising and implementing the programs
for the municipal agriculture, small cities and towns development,
farming, forestry and water conservancy construction, environmental
protection and ecological construction; coordinating the state land
renovation, development, utilization and protection; linking up
the overall program for the city, the state land renovation and
development, and the state economic and social development plans.
11. Recommending the municipal hi-tech
industries development strategies, development program and plan
for important projects, advancing the industrialization of important
scientific and technological achievements; passing on and arranging
the important projects of the municipal hi-tech industrialization.
12. Drawing out and coordinating strategies
and the important, medium- and long-range plans for the municipal
hi-tech industries development, gathering and devising human resources
development programs; putting forward important problems and measures
for social business development, coordinating the interrelations
between social development and economic development.
13. Having jurisdiction over the municipal
prices bureau and regulating the general price level in the city.
14. Responsible for undertaking other
responsibilities instructed by Chengdu Municipality.

municipal fixed asset investment guidance; putting forward guiding
catalogue for the overseas investment in the municipal commerce
and industry; releasing the municipal fixed asset investment information
and the announcement of the commission's information; responsible
for administrative reconsideration and lawsuit.
Overall development and program division: Responsible for devising
strategies and annual, medium- and long-range plans for the city's
national economic and social development and productive forces distribution;
forecasting and monitoring the national economic trend and the plan's
implementation; mapping out programs for the implementation of "go
west " strategy.
Industry development division: Coordinating the development plans
of the municipal industries and the related industries and productive
forces distribution; recommending the developing programs and policies
for the municipal tertiary industry; responsible for the management
of the government invested industrial projects, guiding the industrial
investment for non-government investment.
Investment Division: Setting the total size, structure and fund
resources of the municipal fixed asset investment; monitoring the
operation of the municipal fixed asset; mapping out layout for important
projects; putting forward important investment policies; Responsible
for the comprehensive management of the municipal fixed asset investment
projects and the government invested urban construction, environment
protection and the construction projects for public security organs,
monitoring fixed asset investment market in the city.
Projects management division: Mapping out plans for the municipal
government invested important construction projects and its annual
investment; coordinating the government invested important construction
projects; checking the government invested important construction
projects; guiding and coordinating the tenders in the city.
Fund utilization division: Devising strategies, total size and goals,
annual, medium- and long-range plans for utilizing overseas capital
in the city; responsible for total control and optimal structure
and monitoring of foreign debt; inspecting and passing on important
overseas invested projects.
Village economic development division: Managing the government invested
projects of agriculture, water conservancy, forestry, animal husbandry
and etc., guiding and serving non-government invested projects of
agriculture, water conservancy, forestry, animal husbandry and etc.
Hi-tech industry development division: Recommending the developing
strategies and relevant policies for the city's hi-tech industry
development including IT industry; mapping out long-range plan and
important projects plan for the city's hi-tech development; regulating
the government invested hi-tech industry developing projects, guiding
and serving non-government invested hi-tech industry projects; implementing
hi-tech industrialization and the research development and demonstration
projects of earlier stages of key technologies in industrialization
and complete sets of equipment.
Trade circulation division: Devising the balance of total demand
and supply, mapping out import and export plans for important commodities
such as grain, cotton, vegetable oil and etc; regulating the government
invested circulation and warehouse facilities construction projects,
guiding and serving non-government invested circulation and warehouse
facilities construction projects; regulating wholesale of end oil,
retail permits and filling stations construction; formulating the
city's medium- and long-range goals for general price level and
annual regulation plan.
